Bailed but Detained: Adom-Otchere struggles to meet conditions

Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, remains in custody after failing to meet bail conditions set by the Office of the Special Prosecutor (OSP), despite being formally granted bail.

Mr. Adom-Otchere, along with two others—Otchere Kwame Baffour Awuah, Group Executive for Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—was charged by the OSP in connection with an ongoing investigation into a revenue assurance contract at the GACL.

The investigation focuses on alleged procurement breaches involving the award of a sole-sourced contract to a private firm reportedly owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML). The OSP is probing whether the contract was awarded without proper Board approval and in violation of procurement procedures.

While bail was granted to Mr. Adom-Otchere, he has so far been unable to fulfill a key requirement—presenting two landed properties registered in his name. He has reportedly told the OSP that he does not own any such property in Ghana, leaving him in detention until alternative arrangements are made or the bail conditions are satisfied.

The two other accused individuals are cooperating with the investigation, though their detention status has not been officially disclosed.

The case has sparked considerable public interest, given Mr. Adom-Otchere’s former role at GACL and his prominent media presence. The OSP says its investigations are ongoing.
